Westminster Clamping and Removals

Vehicles parked in contravention may be clamped following the issue of a Penalty Charge Notice (PCN).  Depending on the contravention, clamping can occur immediately after the PCN has been issued.

What should I do?

If you return to your vehicle to find that it has been clamped, you will need pay for the clamp to be removed (£70), as well as the cost of the PCN.

To make payment by phone using a credit or debit card, please contact us - our customer helpline is available 24 hours a day.  Alternatively, if you wish to pay in person, you can visit the City Council's One Stop Services.

If you do not arrange for release of the clamp within 4 hours, the vehicle may be removed and a removal fee of £200, together with the cost of the PCN, will be payable.

I don't agree with the PCN

If you feel that the contravention did not occur and that you have been wrongly clamped, you are still required to pay the charge for the release of your vehicle, as well as the cost of the PCN.  You can then challenge the issue of the PCN and wheel clamp charge.  Challenges must be received within 28 days of the release of your vehicle.

Vehicle removals

If you return to your vehicle to find that it is missing, it may have been relocated or removed to the car pound if it was parked in contravention or was causing an obstruction

What should I do?

Please contact Parking Services.  A customer service advisor will be able to confirm if Westminster City Council has relocated or removed your vehicle.  In the event that it has been relocated, you will be advised where you can find your vehicle.

My vehicle has been removed.

If your vehicle has been removed, you will be able to retrieve your vehicle from our car pound at Park Lane.  You will be required to pay a release fee of £200 in addition to the Penalty Charge Notice (PCN) you have received.

If you feel that your vehicle should not have been issued with a PCN and subsequently removed, you can obtain a form from the car pound to appeal against the charges.  If your appeal is accepted by Westminster City Council, both the removal fee and the cost of the Penalty Charge Notice will be reimbursed.

Where is the car pound?

The car park is located at Park Lane in the underground car park:

Car Pound
Park Lane
London
W1Y 3TJ

The nearest underground stations are: Marble Arch (Central Line) and Hyde Park Corner (Piccadilly Line)

From Marble Arch tube station, take Subway B and then exit 7. This will take you overground.  Walk until you reach the Westminster City Council car park and walk down the slope.

Numerous buses stop along Park Lane.  The car pound is situated approximately a third of the way along Park Lane (nearer to Marble Arch than to Hyde Park Corner).

Failure to collect your vehicle

If you do not collect your vehicle from the vehicle pound within 24 hours, storage charges of £40 per day will be incurred.

If your vehicle does not have valid road tax, the council will take steps to dispose of your vehicle within 7-14 days from the date of removal.  If your vehicle does have valid road tax and you do not claim your vehicle within 84 days, the council will take steps to dispose of your vehicle.

The cost of your PCN, removal and storage will still apply and action will be taken to recover these charges.
