A Shropshire roads official has warned it could become harder to park on streets if residents-only schemes are introduced.
Hugh Dannatt, from Shropshire County Council, said the £50 permits could be limited, making it harder for visitors or families with multiple cars.
A pilot scheme is proposed in part of Shrewsbury to stop commuters parking for free and blocking streets.
It could then be rolled-out in towns across the county.
The first trial would be in Mountfields, Frankwell, where there have been regular complaints about parking by commuters and shoppers.
Households could be limited to just one permit each.
Alternatively, visitor parking could be restricted to ensure the scheme is feasible, Mr Dannatt said.
"It's a matter of discussing that with the councillors and doing the studies.
"People may be more restricted than they were in the past, but it's about the neighbourhood sticking together," he said.
